My experience has seen change management reporting structure vary in different organizations based on their priorities and the nature of the initiative. For the technology-driven projects, change management has been typically a supporting function, reporting into a broader program led by the project manager. Over the years, I have been the change lead on efforts where the change aspect is subservient to a larger effort. On other efforts, the entire effort is the change itself. In the latter instance, all work runs through the Change Manager. This is frequently the case in M&A. In those cases, any "projects" like hardware or software, reported to the Change Manager. Which do you find more often, the project reports to or through you or that you report into a larger project with an overall Project Manager? Are there other scenarios that you have seen?
